fix: propagate error from canonicalizeHash instead of dropping it

The fragment-parse branch returned (\"\", nil) when BasicParser failed,
silently masking parse failures and making the canonicalizer look like
it produced an empty hash on invalid input. Return the underlying error
so callers can distinguish success from failure.
