[Http] Register ListCommand in HttpRoutingCliServiceProvider (#771)

# Description

Adds missing registration of `ListCommand` to
`HttpRoutingCliServiceProvider`. The command existed but was not
registered in the container, making it unavailable for resolution and
CLI invocation.
