ci: retry iOS test on the specific VM-Service attach hang

Previous attempt assumed the watchdog's SIGTERM would catch the
hang, but Flutter's own internal timeout fires first at ~7m43s
with exit 1 + '0 tests passed' — looks identical to a real test
failure, so the exit-code-based retry condition never triggered.

Switch to output-signature matching: retry only when the log
contains both 'Waiting for VM Service port to be available' AND
'0 tests passed'. That conjunction is specific to the attach
hang — any real test failure misses at least one of the two and
gets surfaced immediately, so we never mask a regression.
