cruft: update

- Upgrade yarn 4.13.0 to 4.14.1 and add approvedGitRepositories to
  .yarnrc.yml.
- Bump pre-commit hooks: uv 0.11.7, ruff-pre-commit v0.15.11,
  cspell-cli v10.0.0; switch prettier entry to `yarn exec prettier`.
- Bump dev deps: commitizen 4.13.10, ruff 0.15.10, pytest 9.0.3,
  esbonio 2.0.0; runtime niquests 3.18.5; prettier 3.8.2.
- Expand .claude/settings.local.json.dist with env cache dirs and
  new allow entries (release, commit, tagging, and publishing tools).
- Extend .gitignore and .prettierignore to cover per-user shell and
  editor state files (bash/zsh profiles, idea, gitconfig, etc.).
- Rework release and publish workflows: poll run status/conclusion
  with richer case matching, add guard step, cleanup of stale
  Release runs, and actions: write permission.
- Update release agent to align GitHub release notes with
  CHANGELOG.md via `gh release edit`.
- Minor wording fixes in click-auditor and wiswa-sync agents.
- Refresh snapcraft summary, CITATION.cff date, and dictionary
  (esac, pythonhosted, ripgreprc, tostring).
