cruft: update

- Migrate Cursor and Copilot rules into .claude/rules/ and drop
  .cursor/rules/ and .github/instructions/ trees.
- Add new GitHub workflows: clang-format, markdownlint, prettier,
  publish-winget, and spelling.
- Refresh existing workflows (codeql, qa, tests) and dependabot config.
- Update .claude agents, skills/ci, and settings.local.json.dist.
- Update AGENTS.md, CLAUDE.md, and README.md to reflect the new rule
  layout.
- Upgrade bundled Yarn from 4.13.0 to 4.14.1 and update .yarnrc.yml,
  package.json, and yarn.lock.
- Refresh .pre-commit-config.yaml, .gitignore, .prettierignore,
  .vscode/settings.json, and .vscode/dictionary.txt.
- Bump .wiswa.jsonnet (uses_user_defaults) and CITATION.cff date.
- Update CHANGELOG link to Keep a Changelog 1.1.1.
