- Migrate Claude rules from .github/instructions and .cursor/rules to
  .claude/rules
- Update Claude agents (badge-sync, changelog, copy-editor,
  markdownlint-fixer, qa-fixer, regen, release, wiswa-sync)
- Update .claude/settings.local.json.dist and ci skill
- Refresh AGENTS.md and CLAUDE.md to reflect new rules layout
- Split QA workflow: add clang-format, markdownlint, prettier, and
  spelling workflows
- Update publish-winget workflow
- Update dependabot configuration
- Update .pre-commit-config.yaml, .prettierignore, and .gitignore
- Update .vscode/settings.json and dictionary
- Update .wiswa.jsonnet, _config.yml, CITATION.cff, and README.md
- Upgrade Yarn from 4.13.0 to 4.14.1
- Update package.json and yarn.lock
