cruft: update

- Migrate tool-specific rules to .claude/rules/ (cpp, general, json-yaml,
  markdown, toml-ini) and drop .cursor/rules/ and .github/instructions/
  duplicates in favour of AGENTS.md-based consumption.
- Refresh .claude/agents/* (badge-sync, changelog, copy-editor,
  markdownlint-fixer, qa-fixer, regen, release, wiswa-sync,
  workflow-shellcheck) and .claude/skills/ci/SKILL.md.
- Split QA workflow into dedicated clang-format, markdownlint, prettier,
  and spelling workflows; shrink qa.yml accordingly.
- Remove publish-winget workflow.
- Upgrade Yarn from 4.13.0 to 4.14.1; add approvedGitRepositories and
  npmMinimalAgeGate to .yarnrc.yml.
- Bump prettier to ^3.8.2 and consolidate parser overrides in package.json;
  switch format/check scripts to long-form flags; simplify dict:update to
  use cspell lint --words-only.
- Enable uses_user_defaults in .wiswa.jsonnet and drop the copilot intro
  override.
- Update dependabot config, .gitignore, .prettierignore, .vscode/settings
  and dictionary, AGENTS.md, CLAUDE.md, README.md, CHANGELOG.md Keep a
  Changelog link, and CITATION.cff release date.
- Add .claude/settings.local.json.dist template.
