- Consolidate rule sources into .claude/rules/; remove .cursor/rules/
  and .github/instructions/
- Add new workflows: clang-format, markdownlint, prettier, spelling;
  simplify QA workflow accordingly
- Update Claude agents (badge-sync, changelog, copy-editor,
  markdownlint-fixer, qa-fixer, regen, release, wiswa-sync) and ci
  skill
- Upgrade Yarn from 4.13.0 to 4.14.1
- Update .pre-commit-config.yaml, .prettierignore, .gitignore,
  .yarnrc.yml, dependabot.yml, VSCode settings, and dictionary
- Refresh AGENTS.md, CLAUDE.md, README.md, CITATION.cff, _config.yml,
  .wiswa.jsonnet, package.json, and yarn.lock
