cruft: update

- Consolidate editor instructions into .claude/rules/ and remove
  .cursor/rules/ and .github/instructions/ trees
- Update Claude agents (badge-sync, changelog, copy-editor,
  markdownlint-fixer, qa-fixer, regen, release, wiswa-sync) and the
  ci skill
- Add dedicated workflows: markdownlint, prettier, release, spelling
- Update existing workflows (codeql, publish, qa, tests) and
  dependabot config
- Upgrade Yarn 4.13.0 -> 4.14.1 and add npmMinimalAgeGate setting
- Bump dev dependencies (@types/node, eslint, globals, prettier,
  ts-jest, typedoc, typescript-eslint)
- Refresh prettier overrides and yarn scripts (cspell/prettier flags)
- Set uses_user_defaults in .wiswa.jsonnet and drop copilot intro
- Exclude CHANGELOG.md from Jekyll build via _config.yml
- Update AGENTS.md, CLAUDE.md, README.md, CITATION.cff,
  pre-commit-config, gitignore, prettierignore, .vscode settings,
  and dictionary
