cruft: update

Consolidate per-tool instruction files into a single `.claude/rules/`
tree, replacing `.cursor/rules/*.mdc` and `.github/instructions/*.md`.
Refresh Claude Code agents, skills, and settings dist. Split QA
workflow into dedicated `clang-format`, `markdownlint`, `prettier`,
and `spelling` workflows. Bump Yarn release from 4.13.0 to 4.14.1 and
update lockfile, package.json, and `.yarnrc.yml`. Update Dependabot,
pre-commit, prettierignore, gitignore, dictionary, `_config.yml`,
`.wiswa.jsonnet`, AGENTS.md, CLAUDE.md, README.md badges, and
CITATION.cff.
