cruft: update

- Move project rules from `.github/instructions/` and `.cursor/rules/`
  to `.claude/rules/`; add `.claude/rules/general.md`.
- Split QA workflow into per-tool workflows (`markdownlint`,
  `prettier`, `shellcheck`, `spelling`); remove `workflows/qa.yml`.
- Regenerate `AGENTS.md`, `CLAUDE.md`, and `README.md` (wrapped badges
  with `WISWA-GENERATED-README` markers).
- Update `.claude/agents/*`, `.claude/skills/ci/SKILL.md`, and
  `.claude/settings.local.json.dist`.
- Bump Yarn from 4.13.0 to 4.14.1; refresh `yarn.lock`, `.yarnrc.yml`,
  `package.json`, `.pre-commit-config.yaml`, `.prettierignore`,
  `.gitignore`, `.vscode/settings.json`, `.github/dependabot.yml`,
  `.wiswa.jsonnet`, `_config.yml`, and `CITATION.cff`.
- Update Keep a Changelog link in `CHANGELOG.md` to 1.1.1.
