cruft: update

- Upgrade Yarn from 4.13.0 to 4.14.1 (binary swap under
  `.yarn/releases/`)
- Harden publish/release workflow checks: switch to a `case` on run
  conclusion that treats `failure`, `cancelled`, `timed_out`,
  `startup_failure`, and `action_required` as fatal, and
  `success`/`skipped`/`neutral` as green; treat workflows with no run
  for the commit as optional
- Add Release workflow self-cleanup: delete prior Release runs that
  were skipped, cancelled, neutral, or succeeded without publishing,
  and cancel the current run when it did not publish; grant
  `actions: write` to the workflow
- Extend release agent with a GitHub release-notes alignment step
  (polls for the release, extracts the per-version changelog section,
  rewraps list items, appends the Full Changelog compare link, and
  applies via `gh release edit --notes-file`)
- Refresh `.claude/settings.local.json.dist` with cache env vars,
  additional `gh release`/`git commit`/`git tag`/`uv run` permissions,
  and an alphabetised allow list
- Bump GitHub Actions: `codeql-action` to v4.35.2, `actions/cache` to
  v5.0.5, `astral-sh/setup-uv` to v8.1.0
- Bump pre-commit hooks: `uv-pre-commit` to 0.11.7, `ruff-pre-commit`
  to v0.15.11, `cspell-cli` to v10.0.0; switch the Prettier hook entry
  to `yarn exec prettier --write`
- Bump dev/test/docs deps: commitizen, ruff, niquests, urllib3-future,
  types-requests, types-yt-dlp, pytest, esbonio 2.0.0; update the
  `asyncio` extra to match
- Expand `.gitignore` and `.prettierignore` with common home-directory
  and editor files (`.bashrc`, `.zshrc`, `.idea`, `.mcp.json`, etc.)
  and `.claude/commands`; drop stale `.cursor/plans/` entries
- Enable `approvedGitRepositories: ['**']` in `.yarnrc.yml`
- Update dictionary (esac, pythonhosted, ripgreprc, tostring) and the
  CITATION.cff date
- Sync `uv.lock` and `yarn.lock`
