cruft: update

- Upgrade Yarn 4.13.0 -> 4.14.1; update `.yarnrc.yml` with
  `approvedGitRepositories` and `package.json` packageManager.
- Refresh `.claude/agents/*` guidance (click-auditor, copy-editor,
  docstring-fixer, mypy-fixer, regen, release, test-writer,
  wiswa-sync) and `.claude/skills/ci/SKILL.md`.
- Expand `.claude/settings.local.json.dist` with cache env vars and
  additional permission entries (gh release, git tag/commit, uv/yarn
  subcommands, WebFetch domains).
- Update GitHub workflows (appimage, flatpak, publish, pyinstaller,
  qa, release, snap, tests) with refreshed steps.
- Bump pre-commit hooks: uv-pre-commit 0.11.7, ruff-pre-commit
  v0.15.11, cspell-cli v10.0.0; switch prettier entry to
  `yarn exec prettier`.
- Bump dependency floors in `pyproject.toml` (commitizen, ruff,
  platformdirs, pytest, esbonio) and refresh `uv.lock`/`yarn.lock`.
- Extend `.gitignore` and `.prettierignore` with additional shell and
  editor config paths.
- Update `.vscode/dictionary.txt`, `CITATION.cff` release date, and
  `package.json` scripts (add `ty`, adjust `qa`).
