cruft: update

- Upgrade yarn 4.13.0 to 4.14.1.
- Bump prettier to ^3.8.2 and add `ty` script in package.json.
- Bump dev/docs/tests dependency floors in pyproject.toml (commitizen,
  ruff, ty, types-defusedxml, types-requests, esbonio, pytest,
  platformdirs).
- Expand .gitignore and .prettierignore with additional dotfiles and
  /.claude/commands; drop /.cursor/plans/.
- Refresh .vscode/dictionary.txt with new entries and sort order.
- Extend .claude/agents/release.md with GitHub release-notes workflow.
- Broaden click-auditor scope to include livecheck/main.py.
- Refresh release/publish/tests/qa/codeql/appimage workflows and
  .pre-commit-config.yaml, .claude/settings.local.json.dist.
- Update CITATION.cff release date and regenerate uv.lock/yarn.lock.
