cruft: update

- Bump Yarn from 4.13.0 to 4.14.1; replace releases binary and update
  .yarnrc.yml.
- Workflows: bump astral-sh/setup-uv to v8.1.0 and actions/cache to
  v5.0.5; harden publish and release workflows to tolerate skipped and
  neutral workflow conclusions and optional workflows; add guarded
  release flow that cleans up non-publishing Release runs and cancels
  itself when not eligible.
- .claude: release agent now aligns GitHub release notes with
  CHANGELOG.md and waits for draft releases; click-auditor also audits
  macprefs/main.py; settings.local.json.dist adds cache env vars and
  broader allow-list entries for gh release, git commit/tag, uv
  lock/run, and additional WebFetch domains.
- Pre-commit: bump uv-pre-commit to 0.11.7, ruff-pre-commit to
  v0.15.11, cspell-cli to v10.0.0; switch prettier hook entry to
  "yarn exec prettier".
- package.json: bump prettier to ^3.8.2 and add "ty" script.
- pyproject.toml: bump commitizen, ruff, pytest, platformdirs, and
  esbonio lower bounds.
- .gitignore and .prettierignore: ignore common dotfiles (.bashrc,
  .zshrc, .gitconfig, .idea, .mcp.json, .ripgreprc,
  .claude/commands, etc.); drop .cursor/plans entry.
- CITATION.cff: refresh release date.
- Dictionary: add esac, pythonhosted, ripgreprc, tostring; drop
  flathub.
- Refresh uv.lock and yarn.lock.
