Commit Message

Add support for build telemetry

This commit implements build telemetry support in exemplar by bringing
in the new telemetry functionality added to exemplar by Steve Downey
in https://github.com/bemanproject/infra/pull/23.

The only changes to CMake are adding the statements
include(infra/cmake/BuildTelemetryConfig.cmake) and
configure_build_telemetry() to the top-level CMakeLists.txt; the rest
of the change just updates infra to the latest main via
beman-submodule.
