fix: skip existing machine reuse tests under batch mode

The "existing machine reuse" tests verify behavior specific to the
non-batch AKS Machine API path (checking for existing machines during
create). The batch path goes directly to BeginCreateWithBatch without
this check, so these tests are not applicable under batch mode.
