cruft: update

- Move Claude rules from .claude root into .claude/rules/ and drop
  duplicate Copilot/Cursor instruction files
- Update .claude agent files (badge-sync, changelog, copy-editor,
  markdownlint-fixer, qa-fixer, regen, release, wiswa-sync) and the
  ci skill
- Refresh .claude/settings.local.json.dist
- Split QA workflow: add dedicated markdownlint, prettier, spelling,
  and publish-winget workflows; simplify qa.yml
- Update dependabot config and .pre-commit-config.yaml
- Refresh .gitignore, .prettierignore, .vscode/settings.json, and
  dictionary
- Update .wiswa.jsonnet, _config.yml, package.json, yarn.lock, and
  .yarnrc.yml; bump yarn release to 4.14.1
- Update AGENTS.md, CLAUDE.md, README.md, CITATION.cff, and the
  Keep a Changelog link
