phpobj: prepend [constant expression] frame on class-const-eval errors

The infrastructure for a synthetic "[constant expression]" stack frame
was already in place (AddConstantExpressionFrameAt in zclass.go, plus a
callerLoc captured in ZObject.init), but ResolveConstants's error path
was bailing out without decorating the trace. The companion
GetStaticProps call-site already did this correctly — port the same
pattern up one block.

Closes the gh7771_1 / gh7771_2 test pair. gh7771_3 is a different bug
(needs "Constant expression contains invalid operations" emitted on
eval'd-code const with runtime ops).
