feat: sensor に inactive センサーのラウンドロビン再 ping 機能を追加

ping() が (active, inactive) のタプルを返すようになり、新設した
retry_inactive() で inactive センサーを 1 ループ 1 個ずつ検査・復帰
できるようにした。
