ci: add host tests and build workflow (#1)

copy host unity tests for log_stream, ota_pull, http_server
(url_decode_field) from TaipanMiner. add top-level platformio.ini with
[env:native], Makefile (check/test/coverage/smoke), and GitHub Actions
build workflow. examples/minimal smoke-builds alongside the host tests.

fixes: moved ota_pull static config variables outside #ifdef ESP_PLATFORM
to enable host building. adapted test data from TaipanMiner to breadboard's
asset naming scheme (board.bin instead of product-board.bin).

28 tests pass; coverage report generated (73.8% lines).
