Refresh Wiswa-managed files:

- Upgrade Yarn from 4.13.0 to 4.14.1.
- Bump pre-commit hook versions (uv 0.11.7, ruff v0.15.11, cspell v10.0.0).
- Bump dev dependencies (commitizen, ruff, types-requests, pytest, esbonio).
- Expand release and publish workflows and refresh release agent notes.
- Expand `.gitignore` and `.prettierignore` with shell and editor config paths.
- Add `ty` script to `package.json` and switch Prettier hook to `yarn exec`.
- Update `.claude/settings.local.json.dist` and click-auditor agent notes.
- Add new dictionary entries and refresh `CITATION.cff` release date.
