Workflow updates:
- Harden publish/release workflows to accept skipped, neutral, and
  timed_out conclusions and to clean up non-publishing Release runs.
- Bump astral-sh/setup-uv to v8.1.0, actions/cache to v5.0.5, and
  github/codeql-action to v4.35.2.

Agent/settings updates:
- Extend click-auditor and release agents (GitHub release notes sync).
- Refresh .claude/settings.local.json.dist allow list and env caches.

Tooling and dependencies:
- Upgrade Yarn 4.13.0 to 4.14.1 (release binary, yarnPath,
  packageManager).
- Bump prettier, ruff, commitizen, pytest, types-defusedxml, esbonio,
  and uv-pre-commit/ruff-pre-commit hooks.
- Switch pre-commit prettier hook to 'yarn exec prettier --write'.

Other:
- Expand .gitignore and .prettierignore with editor/shell dotfiles.
- Add 'esac', 'pythonhosted', 'ripgreprc', 'tostring' to dictionary.
- Add 'ty' yarn script wrapper.
