cruft: update

- Upgrade Yarn to 4.14.1 and refresh yarn.lock.
- Bump prettier to 3.8.2; bump pre-commit hooks (uv 0.11.7, ruff
  0.15.11, cspell v10). Switch prettier hook to `yarn exec prettier`.
- Bump Python dev dependencies: commitizen 4.13.10, ruff 0.15.10,
  pytest 9.0.3, esbonio 2.0.0.
- Bump GitHub Actions: astral-sh/setup-uv to v8.1.0, codeql-action to
  v4.35.2.
- Publish/Release workflows: treat missing workflow runs as optional,
  recognise skipped/neutral/timed_out conclusions explicitly, add a
  guard step plus self-cancel and prior-run cleanup in Release.
- Agents: document `installkernel_wsl/main.py` in click-auditor and
  extend release agent with GitHub release-notes sync instructions.
- Settings dist: add cache env vars, permission entries for gh
  release, git commit/tag, uv lock/run, and alphabetise existing
  entries.
- Ignore files: add dotfile stowing paths (bashrc, zshrc, idea, mcp,
  ripgreprc, etc.); drop obsolete `.cursor/plans` entry.
- Dictionary: add esac, pythonhosted, ripgreprc, tostring; drop
  flathub, snapcore.
- Refresh CITATION.cff release date.
