fix(release): align npm auth with GitHub Node.js publish guide

Job-level NODE_AUTH_TOKEN, registry-url `https://registry.npmjs.org/` (trailing slash), and `permissions: contents: read` on cli-npm and sidecar-npm so setup-node’s `.npmrc` matches GitHub’s publish tutorial.

docs(cli,sidecar): note first-run binary fetch and shared FORST_* env with link to CLI environment section.
