fix(reactive-tasks): re-check leadership before writing globalStats; tighten test helper type

Copilot round 4:
- publishMetricsToGlobalRegistry: re-check isLeader immediately before
  the aggregation pipeline so a former leader that computed
  globalStats then stepped down cannot overwrite the shared
  globalStats singleton. The check narrows the transition race window
  to the very last sync moment before the DB update.
- GlobalsRegistryDoc (test helper): align `instances` with the real
  RegistryDocument shape (array of {id,lastSeen,metrics}) instead of
  the stray Record<string,any>, and strongly type the metrics payload
  on both `instances[].metrics` and `globalStats.metrics`.
