feat(tasks): no-restart deploy, stop/start, rebuild-budget-all, verify-*-all

The 3D coordinated reset flow needs the server stopped during rebuild +
verify, but the existing `inv deploy` always restarts dinary. Add:

- `inv deploy --no-restart` skips both the systemd restart and the
  auto-applied config migration (rebuild-catalog wipes config.duckdb
  next, so migrating it first is wasted work).
- `inv stop` / `inv start` for explicit lifecycle control during the
  reset window.
- `inv rebuild-budget-all --yes` iterates every positive year in
  `sheet_import_sources` and re-imports each one, so the operator does
  not have to type one command per historical year.
- `inv verify-bootstrap-import-all` / `inv verify-income-equivalence-all`
  run the equivalence check across every registered year and exit
  non-zero if any year fails, replacing the default-year-only behavior
  for the coordinated flow.
