docs: add CLAUDE.md with working notes for future sessions

Captures architecture invariants (serial vs parallel cron paths, CAS
modes, lastFlushFailed gating), public API surface, ESM pitfalls
(vue-tsc / ConcurrentRunner require()), testing conventions and
known flakes, commit/release pipeline quirks (Automation npm token,
commitlint rules), and a list of deliberately-not-done refactors so
future work does not rethink them from scratch.
