* docs: final README rewrite for v1.0

- Add Features bullet list for scannable overview
- Add License section (was missing, only had badge)
- Replace inline tier text with proper RST table
- Condense Supported Models list (group FICO variants)
- Remove Testing section (covered by CONTRIBUTING.md)
- Fix status badge to point to test.yml instead of release.yml

* fix: replace Unicode smart quotes with ASCII in test.yml

GitHub Actions couldn't parse the workflow file because the
python-version matrix contained Unicode curly quotes (U+2018/U+2019)
instead of ASCII single quotes. This has broken all CI runs since PR #59.
