client, commands, tests: tighten anyio usage and RUF029 scope

Import anyio.to_thread.run_sync directly instead of going through the
anyio.to_thread module attribute. Use anyio.Path for /dev/log and the
cache directory lookup in start_torrents so the coroutine never blocks
the event loop on stat or mkdir. Extract the netrc_path expression out
of the AsyncExitStack call in delete_old and move_by_label so the
fallback path is evaluated once in sync context.

Drop the project-wide RUF029 ignore from tests/pyproject.toml and add
a targeted noqa on async_iter in tests/conftest.py, which is the only
async helper that genuinely has no await.
