cruft: update

Refresh Wiswa-managed templates and tooling:

- Extend .claude/settings.local.json.dist with cache env vars and
  additional gh, git, uv, and yarn permissions; reorder the allow list.
- Widen .gitignore and .prettierignore to cover personal dotfiles
  (.bashrc, .zshrc, .gitconfig, .mcp.json, .ripgreprc, etc.) and
  .claude/commands; drop the retired /.cursor/plans entry.
- Switch the pre-commit Prettier hook to yarn exec prettier --write.
- Note baldwin/main.py alongside baldwin/commands/ in the click-auditor
  agent workflow.
- Bump CITATION date-released to 2026-04-18 and commitizen dev
  dependency to >=4.13.10; refresh uv.lock.
