Add Solicit function with non-zero value extraction, upgrade actions and docs

- Add Solicit[T comparable] function: strictest extraction that rejects zero values
- Add 7 tests covering non-zero/zero/empty/false/missing/null scenarios
- Upgrade upload-artifact@v4→v7, action-gh-release@v2→v3, add repo-checkout: false
- Upgrade runpath v0.0.0→v0.0.7
- Restructure README: add go-simplejson comparison, design approach, function mapping table
- Add Solicit to behavior matrix, API reference, and function mapping tables
- Sync Chinese README with all changes
