[GitHub] Consolidate CI checks and update release and version branch workflows (#3)

# Description

Consolidates all per-check CI workflow files into a single `ci.yml` per
repo, updates `release-new-version.yml` to delegate to the new reusable
org workflows, and updates `create-version-branch.yml` to delegate to
the new reusable PHP version branch workflow.
