fix: stabilize plugin integration tests for CI reliability

- Add CheckDockerAvailability() and SkipIfNoDocker() helpers so tests
  skip gracefully when Docker is unavailable
- Disable PublishAllPorts in CreateContainer to prevent conflicts with
  pre-installed services on CI runners (MySQL 3306, Postgres 5432, etc.)
- Use random port allocation (HostPort "0") for all Docker-based tests
  except Kafka, which requires a fixed port for advertised listeners
- Fix Oracle build tag from !plugins to plugins
- Remove unconditional 30s sleep from Kafka test retry function
- Replace deprecated mongo.NewClient with mongo.Connect
- Use GreaterOrEqual for Presto system table count assertion
