option: add tests for GenerateCraneOptions and remove coverage exclusions

Add tests covering both secure and insecure paths of GenerateCraneOptions
using a fake CraneConfig, bringing the option package to 100% coverage.
Remove the now-redundant //coverage:ignore directives.
