templates.claude.agents.release: sync remote release notes with changelog

Extend the generated release agent for GitHub and GitLab: poll until the
tag release exists, derive release body text from the matching
CHANGELOG.md section (subsection heading levels, list continuation
lines), append a Full Changelog compare link, and write notes with gh or
glab.
