feat: add pre-commit validation checks for diff audit, lint, and link verification

Adds mandatory pre-commit validation steps to the workflows-work and fix
skills to prevent:
- Accidental file reformatting (e.g., locale JSON indentation changes)
- Committing code that fails linting
- Shipping broken URLs in code or documentation

Changes:
- workflows-work: New step 2e (pre-commit validation) with diff audit,
  lint check, and link validation before every commit
- fix: Reinforce unintended file detection in Step 7 (CI verification)
  with explicit guidance to revert formatting-only changes
