chore: add Repo Assist workflow and project agent docs (#752)

Adds the GitHub Agentic Workflows repo-assist to help triage issues,
comment on contributor questions, create fix PRs, and keep the repo
moving forward on a 24h schedule (also triggerable via /repo-assist).

Also adds AGENTS.md with full project guidance (architecture, commands,
conventions, labels) and CLAUDE.md as a thin pointer to it.
