Fix fallback column: only read RUB column when RUB is expected

The 2022 sheet has col C as RUB. For Jan-Mar 2022 col C is authoritative
(pre-relocation, we spent in RUB). From April 2022 onward col C is a rough
auto-conversion from col B (RSD) by a fixed annual rate and must be ignored.

Previously the fallback fired whenever col B was empty regardless of month,
which incorrectly picked up approximated RUB values for post-April months
and inflated those months. Gate the fallback on currency_original == "RUB".
