Add all missing fake backends + modifying script for adding fake backends. (#2736)

* Fix order of imports

The imports seem to be in alphabetical order, but there were two
mistakes

* Add script to fetch config and props of real backend

The script is based on a proposal by @HuangJunye mentioned in #2711 with
minor changes (e.g., it use pathlib instead of os).

* Add FakeKingston backend

The Heron r2 ibm_kinston was made available to all Open Plans users but
still does not have a corresponding fake provider here.

* Add comment to release notes

* Make pre-commit happy

* Feedback + Add debug messages

Implement changes suggested by @diego-plan9, and add a verbose flag to
print some debug messages while the script is running

* Force refresh

IBMBackend.properties() accepts a refresh parameter, but
IBMBackend.configuration() does not. So to be consistent here, let's
force a refresh when we fetch the backend, which internally also updates
the configuration using
IBMBackend._service._get_api_client(self._instance).backend_configuration()

* update script to generate all files necessary for making fake backends and allow named accounts

* add missing fake backends

* linting

* add release note

* update release note

* add new line at EOF

* remove old script
