2026+: RSD is primary, EUR column is informational only

User clarified that starting from April 2022 (relocation to Serbia) the
primary amount is always RSD. The EUR column in the 2026 sheet is
informational only (uses a single annual fixed rate), so we must not
use it as canonical.

- Remove eur_primary layout and the _EUR_PRIMARY_IMPORT_FROM_YEAR override
  in _resolve_layout; 2026+ now uses the plain default layout.
- Update sheet_import_sources row for 2026: layout_key='default'.
- Tests updated to reflect the new policy (ignore EUR col, compute EUR
  from RSD via NBS rate).
