chore(ci): run SQLite coverage job on compiled JS (#880)

Replaces the ts-node-based better-sqlite3 test run with one that
executes the compiled JS output, catching any tsc-introduced issues
(ref: #271).

- Coverage job now depends on `build` so the compiled artifact is
  available to both matrix variants
- `build` job copies static/ into out/ before archiving so compiled
  code can resolve __dirname-relative asset paths at runtime
- better-sqlite3: downloads/extracts the artifact, runs coverage-js
- mariadb: unchanged (ts-node + migrate, handles coverage reporting)
- Adds four helper scripts: schema-js, test-js, test-js-ci, coverage-js
- tsconfig.json already includes test/**/* so out/test/**/*.js is
  produced by pnpm build; import paths resolve correctly to out/src/
