config: introduce a failover.iproto.ssl section

This patch introduces a new `failover.iproto.ssl` configuration section
that can be used to configure SSL parameters used by the failover
coordinator to connect to Tarantool instances over IPROTO.

Required by tarantool/tarantool-ee#1556
