Transaction:maxSendable: drop network param, derive from asset prefix

The asset key returned by Asset:list is already in canonical
"<type>.<chainId>.<suffix>" form — separate network XUIDs were
redundant at best and a silent-mismatch footgun at worst. Now
the resolver always derives the network from the asset prefix,
falling back to the current network when asset is empty or a
bare "NATIVE".

Drops Network from MaxSendableRequest, the Dart maxSendable
method, and api.md.
