main: move --debug flag from group to each subcommand

Drop -d/--debug from the bw group and add it to every subcommand,
including hgit. Each command now owns its own logging setup through a
private _setup helper that also installs the Git environment variables.
Invocations that previously wrote the flag before the subcommand, such
as bw -d auto-commit, must be rewritten as bw auto-commit -d.
