docs: add platform policy, drop bitdsk-n8t from boards table (#106)

Exposed serial (UART or USB-CDC) is a hard prerequisite for new boards.
A soft-lock on bad OTA is unrecoverable without serial; SECURE_DOWNLOAD_MODE
vendor-preflash makes serial itself useless. BITDSK N8-T session confirmed
this empirically (TA-84 bricked, soft-lock during bringup).
