docs: expand pypi_build_commands.txt run-book with lessons from v3.1.0 / v3.2.0 / v3.2.1

- Add PRE-FLIGHT section (P1-P7): version bump, CHANGES entry,
  /implement-review, push to development, wait for CI green, open PR,
  wait for PR CI green, merge, checkout master.
- Add TestPyPI install smoke step 6b: creates a scratch venv, sleeps 60s
  for simple-index propagation, `cd "$SCRATCH"` before `pip install` so
  `sys.path[0]` does not shadow the wheel with the repo source tree,
  asserts `pyod.__version__ == 'X.Y.Z'` after install.
- Add wheel-contents check step 5b for package-data regressions.
- Switch step 8 from `--notes "<inline>"` to `--notes-file
  vX.Y.Z-release-notes.md`, with a one-time `echo "v*-release-notes.md"
  >> .git/info/exclude` so future release-notes scratch files stay out
  of `git add -A`.
- Add POST-RELEASE HOUSEKEEPING (H1-H4): fast-forward development to
  master, delete release-notes scratch, delete scratch Sphinx builds
  and TestPyPI venvs, watch for conda-forge auto-PR.
- Declare Git Bash on Windows (or zsh/bash) as the default shell at
  the top of the file; both cleanup commands (steps 1 and 10) lead
  with `rm -rf dist build pyod.egg-info` and include the PowerShell
  `Remove-Item` form as a commented equivalent.
- Annotate the "newly added models" list items 10 and 11 as redundant
  with PRE-FLIGHT P2 / P1 but kept as reminders.
