fix(gatekeeper): set opidx on per-event registration in importBatchByCids

importBatchByCids copied the same registration object to every event in
the batch without setting opidx, so timestamp upperBound always had
opidx: null. Now each event gets opidx set to its index within the batch.

Fixed in both TS and Rust gatekeepers.
