fix(satoshi): use getBlockHeader in syncBlocks for pruned node compat (#426)

syncBlocks only needs hash, height, and time to push block metadata to
the gatekeeper. Using getBlock fails on pruned nodes when the full block
data has been pruned. getBlockHeader works for any height since headers
are always retained.
