doc: gate view displays by admin/maintainer; add Phase 1 flat-role model

Resolve two open questions in the Space-repositories plan:

- View displays are loaded permissively but counted only when their
  publisher resolves (via the trust-state mirror) to an admin or
  maintainer of the space; degenerates to admins-only until
  maintainer detection lands. Sketched the SPARQL pattern in Phase 9.
- Phase 1 enforcement collapses role types to (hardcoded AdminRole,
  everything-else-as-Observer/self-assigned). Role-type metadata is
  still stored so future tightening is a query swap, not a re-load.
